Perihelion Solar Inc intends to seek financial assistance from U.S. Department of Agriculture (USDA), Rural Business Service (RBS), Rural Energy for America Program (REAP) for the installation of a carport solar array. The proposed project consists of a total of 15 panels; each rated at 450 watts. The proposed solar carport will be constructed on an existing paved driveway with minimal trenching through previously disturbed ground.
The project site is an approximately 0.15-acre paved driveway located at 1605 N Phoenix Ave, Russellville, Arkansas. The property is in the SE¼ of the NW¼ of Section 32 Township 8 North, Range 20 West 5th in Pope County.
If implemented, the proposed project will affect approximately 0.15 acres of Non-Critical Action Federal Flood Risk Management Standard (FFRMS) Floodplain (100-year floodplain plus 2 additional feet). The entire portion of the project area is within the FFRMS. In accordance with Executive Order 11988, Floodplain Management, the purpose of this notice is to inform the public of this proposed effect and to request comments concerning the proposal, any alternative sites or actions that would avoid these impacts, and mitigation and minimization methods that could be used to reduce these impacts.
